新界原居民說新界是他們早先開發. 所以在土地開發不用聽政府.

原居民(美國印地安人, 加國愛斯基摩人) 都有原居民特權. 但是他們都要跟隨當地的土地開發及條約去做事.

其實丁權是一項非常優厚的條件. 每个丁可建一 "三層不高於 21 尺及每層不多過700 平方尺( 總 2100 平方尺) 如樓面土地價為 $3000/平方尺. 丁權價為 $6,300,000.00. 現在還滿足. 要建七層 及每層多過700 平方尺.

理應上, 在97 回歸後, 所有英国訂的條約都完了. 都要按中国大陸的條約. 大陸是沒有丁權. 所以新界應取消丁權.

特區政府對他們巳很優厚, 及維持條約. 如他們告上京, 可能丁權都無了.

政府應在超出樓宇面積 (2100平方民) 部分徵收土地使用稅直到合標為止.

In the suburban areas and villages, the government officials should classify the illegal structures and / or modifications as follows:

1. low rise houses (1 to 3 storeys );

2. mid-rise buildings ( 4 ~ 6 storeys); and

3, high rise buildings ( 7 storeys and above ).

The officials should also consider the age, locations relating to the public /railways/highways/slopes , strutural safety of buildings in order to work out the priority list & schedule for private homeowners for necessary action.

Unlike the approach to illegal structures in the high rise buildings in the city districts where many occupants can be found in single building, We Should Not Only rely on One Building Ordinance to solve all the illegal structures or modifications in Sururban Areas and Villages.
