I think 財爺 talking about all accumulated reserved dry up after 15Y, Dr. Tong talking about annual deficit.... maybe as early as this year.
The current tax system (salaries tax) is extremely unfair to the middle class. They paid, in return, they got nothing at all, but repeated requests & higher & higher subsidies expected from the non-payers whom set the rules to decide how to spend HK monies.

1. Restructuring the departments of HKG, the time limits for pension for civil servants inclusive;
2. IPOs of some departments, such as water supplies, post offices, like Royal Mail in UK;
3. Public Sales of the married quarters for the police department;
4. Sales of Public Hospitals / Clinics for HK Children Fun;
5. To Raise the rents for Public Estates because of rising maintenance costs (hidden);
6. Issuance of more HK Bonds (Dim-Sum Bonds);
7. Employment of more Robots; and/or
8. Update the Basic Law...

It seems the officials are playing a zero sum game: The more land they get for the public housing, the less land will be available for private sectors such as: Education Development for Next Generation, Private Hospitals, Private Residential Buildings for Middle-Class People and the talents from the world...
One word:They fix something, but they do make a lot of trouble stuff to next generation !
Imagine: Many citizens are on the waiting list for the public hospitals, and subject to traffic flow problems, including the flows at the substructures, and demands for schools !
