Withdrawing the buyer stamp duty to absord quality migrants

Since the border reopening in the first quarter, the suppressive demands of homebuyers have been satisfied by the abundant supplies. When the second quarter comes, the transaction volumes have fallen to a lower level. Some developers have adjusted down the pricing of their new projects. Obviously, the purchasing power needs time to be accumulated.

As the tide of emmigration continues to spread, the Government has been aware of the importance of bringing in the skillful workers to combat brain drain and has already been accelerating the approval process of the quality migrants admission  schemes to accept the growing numbers of professionals who are in shortages.

If the Government wants these professionals to stay and work wholeheartedly in Hong Kong, it must consider to exempt them from paying additional 15% of the transaction price as the buyer's stamp duty. Under the current ordinance, these purchasers  must fully pay the this duty when they close the transaction, and they can apply to refund of the prepaid tax when they turn to be Hong Kong permanent residents seven year later.

These talents choose to work in Hong Kong, and their aim for buying properties should be respected. Let them buy a home earlier to prevent them being absorbed by the neighboring area which provide more favorable terms to immigrants.

For example, if these talents can enjoy this tax free policy and the quality migrants admission schemes can absorb the approval applicants to 30,000 per year, the overall property market will be benefited by these approving policies.

The purpose of buyer's stamp duty is to prevent overseas nationals speculating on local residential properties, so it is unreasonable to impose such tax on mainland’s buyers. At present, Hong Kong buyers will not be regarded as foreigners who are subjected to pay additional buyer tax when they purchase premises in China. Therefore, the Hong Kong Government needs to re-examine this arrangement to avoid unnecessary disputes.

Job creation in the US remained robust last month, despite turmoil in the banking sector and the impact of higher borrowing costs.

Employers added 253,000 jobs, which was better than many analysts had expected.

The unemployment rate fell to 3.4%, returning to a multi-decade low.

Bank of China (Hong Kong) has announced that its Hong Kong dollar prime rate was changed to 5.750% from 5.625% per annum (p.a.) previously.

Similarly, its savings deposit rate was modified to 0.750% p.a., previously 0.625% p.a..

In lieu of that, those with a daily account balance of HK$5,000 (US$637) and up will have an interest of 0.75% p.a., while those with less than HK$5,000 will have 0%.

In addition, savings with a daily account balance of HK$1.0m (US$130,000) and up will benefit an additional 0.001% p.a..

6. HK foreign currency reserve assets dropped 2023-05-09 13:10:45

Hong Kong's foreign currency reserve assets dropped to US$427.4b in April fromUS$430.8 b.

According to the Monetary Authority, the reserve assets represent over five times the currency in circulation or about 40% of Hong Kong dollar M3.

“Including unsettled foreign exchange contracts, the foreign currency reserve assets at the end of April decreased to US$426.6 billion from March’s US$430.4 billion.” added the Monetary Authority.

More than half of Japan-affiliated companies based in Hong Kong plan to expand their Regional Comprehensive Economic Partnership (RCEP)-related business in the next three years, data from the Hong Kong Trade Development Council (HKTDC) showed.

Japanese companies based in HK particularly also plan to expand their RCEP operations with the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) (40.4%) and the Association of Southeast Asian Nations (ASEAN) (39.4%).

To date, there are about 1,400 Japanese companies with regional headquarters or offices in Hong Kong.

Hong Kong’s commercial real estate investment activity moderated in Q1, with total volume falling by 10% YoY to $12.56b (US$1.6b).

According to JLL, investment volume declined because most transactions in the first quarter were primarily small and mid-sized private capital deals.
